In England Rumsfeld would have been let go as soon as things starting going wrong in Iraq. In Britain (correct me if I am wrong Sean) the PM has a certain level of insulation by his cabinet. If something goes wrong, sack the appropriate cabinet official, not the PM. This in turn allows the PM to save face with the public and his/her party, and is an opportunity to change course (if necessary) without appearing to be vacillating in their policy. New cabinet official, new direction (maybe only on the surface) Here all the blame falls on the POTUS and then his party (hence the GOP losing control of the House and Senate). Rumsfeld probably should have been let go no later than this past summer for damage control.
I'm sure Rummy will have plenty to do just watching his money grow...
