No, it isn't illegal.
It has been a common practice, typically for lighting and receptacle circuits in commercial installations, such as office buildings, etc.

However, oversized neutrals, or even seperate neutrals are now recommended when the majority of the circuit load is non-linear, for example, computers, printers, photocopiers, electronic ballasts, etc.

I was just wondering if it is illegal to share a neutral on a 3phase 120/208v system?
