    I need to install a sub panel and the area used for the main panelboard is boxed in with a melamine enclosure which does not give me a lot of room to mount the sub to the back wall that the main panelboard is mounted to. My question is if I can mount the sub panel to the melamine side panel of the cabnet that houses the main panel, it is a permanent enclosure.

    It sounds like there might be a problem with 2-308(1). You need 1m of working space directly in front of both panels when you are done. From yor description it sounds as if you might not. If you have 1m working space, and the melamine is strong, sturdy, and permanent then there should not be a problem.
