Good question. I don't know, but agree that this is the critical issue.

I understand it to be this way:
When the 2 boys were young their mother was doing her own thing, the grandmother just took them in and raised them. TO my understanding she never adopted them or went through the court process. It was just an agreement between the mother and the grandmother. Malcolm is having a slew of problems with following rules that the grandmother has laid down, I guess he is in rebellion or something. Anyway he has chosen to leave his grandmothers and go live with his mom, which lives in Norton. So legally he is able to play because he has moved there. THis does not mean that PV has to forfeit any games because that is where he lived.

I dont think that's exactly what he's been saying.
A "guardian" (e.g. one the parents say "ok go live with this person") isn't good enough - but a court appointed legal guardian would be (i.e. that's the person they're supposed to be living with). That legal guardian could be another parent, another relative, family friend, but in any case it's the "legal" guardian.
